About the opportunity

As the GIS Lead you will lead the development, maintenance, and operational delivery of Inland Rail’s Geographic Information System (GIS) as a strategic platform for spatial data management, provision of mission-critical web applications and support systems based on current, accurate and reliable spatial information.
Key to the success of this role is the ability to provide technical service leadership, timely service delivery and team support ensuring the timely contribution to data capture, quality assurance and data availability.

Reporting to the Program Spatial Services Manager, the GIS Lead will continue the strong strategic value of GIS, integral for informed decision-making and risk management through project delivery with readiness for operational handover.

Key responsibilities will include but are not limited to:

  • Lead the operational development and stability of Inland Rail’s (IR’s) Esri ArcGIS and Geocortex interface solution within an Esri-managed, cloud-hosted environment as a strategic tool, ensuring that all users are effectively supported, and the GIS is continuously available.
  • Provide practical technical leadership and specialist advice in the delivery of geospatial services as required to add value and support multiple business functions and projects involved in the delivery of the Inland Rail Program.
  • Lead the capture and translation of business requirements into effective spatial solutions through the development of workflows, data models, geoprocessing tools and targeted applications.
  • Promote advanced tools for self-served data interrogation, extraction, reporting and mapping to support options assessment, design review, cost estimation, stakeholder consultation, procurement and property management.
  • Maintain the currency of IR GIS standards and specifications, promoting these across external supplier GIS teams operating within the wider Program.
  • Optimise and streamline data flow, ensuring data is provided in a consistent and of high quality, packaged for efficient integration to the master databases enhancing quality assurance, data interoperability and governance.
  • Maintain current, accurate and consistent GIS databases by ensuring data acquired from third parties, contracting partnerships, Government authorities and other rail entities is captured, translated, validated, documented, loaded and updated on a regular basis as appropriate.
  • Utilise expert technical knowledge to troubleshoot issues, analyse and evaluate complex spatial configurations and manage relational and editable databases as a fundamental resource to guide decision-making and risk management.
  • Provide appropriate oversight and leadership to a high performing, distributed GIS resource group for the maintenance and development of databases, dashboards, and web applications, maintaining the delivery superior customer service standards promoting the strategic value of the GIS.

About You

The successful candidate will need to be a hands-on leader who is also willing to roll up their sleeves and contribute at a technical level as part of a high-achieving and service-driven team.

To ensure success in this position, applicants will be able to demonstrate:

  • Tertiary qualifications in GIS, or a related discipline, or with extensive industry experience.
  • A minimum of 15 year’s experience working in an applied Geospatial environment, preferably within rail, or transport-related organisations, projects or consultancies.
  • Expert technical capability with practical, applied experience in the operation and customisation of Esri’s ArcGIS core software suite and extensions within the ArcGIS desktop, server and mobile environments.
  • Demonstrated experience developing and implementing a range of spatial databases, services and applications using Esri’s portal-for-ArcGIS, web application builder technology and GeoCortex Essentials for collaborative data sharing across multi-disciplined teams and locations.
  • Strong relational database knowledge (SQL-SDE), python scripting skills with a competent ability to develop innovative geoprocessing tools, data models and advanced workflows for improved efficiency within large, dynamic project settings.
  • Strong skills in spatial analysis including (but not limited to) the model-builder environment, multi-criteria analysis, suitability modelling, surface and terrain analysis, distance, and statistical analysis.
  • Experience in design, implementation, optimisation and administration of complex spatial databases and sound knowledge of the data types, inputs, and workflows to support rail infrastructure Programs during development and construction phase.
  • Effective communication, organisational and time-management skills with demonstrated interpersonal and negotiation skills with a range of internal and external stakeholders.
  • A pro-active, team player with the ability to handle pressure and work autonomously and without supervision, able to impart knowledge and build a cohesive and effective team.

Desirable Selection

  • Well-developed computer literacy skills and experience with a variety of geospatial applications at Enterprise level as applied to multi-tiered desktop, web, and mobile architecture environments.
  • Experience in using FME (from Safe Software) for data format transformation, data workflow modelling, automated data input and data mapping and validation processes.
  • Experience in relevant programming languages and tools for customisation and development in the desktop, cloud and mobile GIS environment (e.g., portal for ArcGIS, web application builder, Python, SQL2008/2012, JavaScript, HTML, XML, .Net, C#, ASP.NET, TFS, Silverlight, Visual Studio).
  • A relative understanding of in CAD software (e.g., AutoCAD, MicroStation, NavisWorks) sufficient to view, extract and import 2D and 3D layers and models to leverage information in GIS
